Legislative Priorities

2009 – 2010

The Pennsylvania League of Urban schools:

1.  Supports, in the event of a recessionary trend in state revenues, the maintenance of the current level of basic and special education funding, including current allocations to individual school districts.

2. Continues to support, in the event of increased state revenues, the development and enactment of a basic education funding (BEF) plan that addresses the issues of adequacy of resources and excellence in educational opportunities for students in our urban schools, as such, PLUS will focus its efforts on:

  •    The development and enactment of a special education subsidy system that is simple, equitable, stable and program-oriented, and which provides for shared state and local fiscal responsibility.
  •    An increase in state resources to address the instructional demands of English language learners (ELL).
  •    The maintenance and improvement of funding levels to urban school districts for funding alternative education for disruptive students.

3. Supports the establishment of a statewide Virtual High School and further supports the enactment of legislation that reduces concerns related to cyber charter school funding, specifically higher (percentage-wise) increases in the reimbursement rate by the commonwealth to school districts that make payments on behalf of residents attending cyber charter schools.

4. Supports greater connectedness between the General Assembly, its members and its staff and the member urban school districts of PLUS by means of in-school visits and dialogue.

5. Supports the efforts of the PA Department of Education to implement a comprehensive program of value-added assessments of State Adequate Yearly Progress under “No Child Left Behind”.
